Probably paratroopers as the shroud was held in the bright orange bag which looks like it was intended to be tied on and there is an elastic strap on the back side. Shroud cutters were use as an emergency line and rope cutter. The hook blade was used for cutting shroud lines of parachutes. I believe they were put into survival kits that all branches of the military used. This is new unused. The cutter is attached to the storage bag with a cord. It is bright orange handle.
